THE 5th ADMIRAL YISUNSIN CUP INTERNATIONAL YACHT RACE
14th OCT - 16th OCT 2011
Organizing Authority is GyeongSangNamDo Sailing Federation in conjunction with KSAF

Notice of Race

1. RULES
1.1 THE 5th ADMIRAL YISUNSIN CUP INTERNATIONAL YACHT RACE will be governed by the rules as defined in the Racing Rules of Sailing 2009-2012(RRS), including
a) Particular rating for ADMIRAL YISUNSIN CUP INTERNATIONAL RACE
b) Sailing Instruction
c) ORC club Regulation
d) Notice of Race
1.2 If there is a conflict between languages, the English text will take precedence.

2. VENUE
The Venue is the GyeongSangNamDo TongYeong City Marina.

3. ADVERTISING
3.1 The race is designated as a Category C event.
3.2 Participants shall display advertisement on the assigned place by Organizing Committee.

4. ELIGIBILITY AND ENTRIES
4.1 All boats shall be more than 7m overall(LOA) excluding bowsprit and bumpkin with MONO hull has a force of restitution.
4.2 All competitors of Korean registry shall be the member of Korean Sailing Federation.
4.3 All participating boat of Korean registry should present a copy of registration certificate issued by Korean Sailing Federation.
4.4 ENTRY
A) Entries shall be made to the AYCIYRC office on the attached form, accompanied by Entry fee payments, no later than 17:00 15th September 2011.
B) Late entries may be accepted at the sole discretion of the race committee, up until 17:00 20th September 2011 in which case will be given to 50% of subsidy and after there must be no more accepted for entry.
4.5 THE ENTRY FEE;
A) For boat - 100,000 KOR Won(Currency rate 1€=about 1,508 KOR Won)
B) For each competitor - 10,000 KOR Won.
C) Entry fee shall not be returned.
4.6 REGISTRATION
The Registration Office will open by 17:00 14th October 2011.
4.7 The nationality of all eligible boats may belong to their national authority entering her. But the charter boat belongs to the nationality of the skipper.
4.8 All participating boat shall display Entry Number on the both side of the bow.
4.9 All participating boats shall be sailed with more than minimum 4 members of the each boat.
4.10 The Organizing Authority may refuse the participation of competitors if they decide boat has problem or sailors act against sportsmanship.

5. CLASS
The class will be divided into two categories as follows;
- Category A: ORC CLUB
- Category B: OPEN CLASS

6. SCHEDULE

There will be no race on the last day when already accomplished the race if cannot be started by 14:00.

7. MEASUREMENT AND INSPECT
7.1 Each boat should submit a valid rating certificate.
7.2 If there are any boats which cannot submit valid rating certificate, they can take the measurement and safety inspection based on a regulation of this regatta.
7.3 Race Committee may request a measurement form measured by Official KSAF measurer or available inspect form and certificate from their boat builder.

8. SAILING INSTRUCTIONS
8.1 The Sailing instructions will be distributed during the registration at the venue.
8.2 If there is a difference between the notice of race and sailing instruction, the sailing instruction will take precedence.

9. COURSE AND RACING AREA
See Attachment 1 below. The course for Race 1, 2 will be mark rounding course which starts from Tong-yeong harbor, turning around a mark in the vicinity of Bijindo, finishes at the starting point. Course for Race 3 will start from Tong-yeong harbor, turning around Oh-gok-do, and finish at Tong-yeong harbor. Race area and courses can be changed according to the weather condition.

10. PENALTY SYSTEM
Two turn penalty system will apply.

11. INTERNATIONAL JURY AND APPLEAL
11.1 Protest Committee will be organized by Race Committee.
11.2 Decision of Protest Committee is the final.

12. SCORING
12.1 The low point scoring system will apply. ISAF RR Appendix A.
12.2 ORC Club Regulation and Particular rating system will be applied by Race Committee.
12.3 At least 1 game should be performed to accomplish the event.
12.4 Points all races will be added up for a final score.

13. MOORING
Boats shall be kept in places assigned by Race Committee.

14. THE LIMIT OF THE LENDING
Boats cannot be landed on shore during the regatta except to follow permission and condition of the organizing authority.

15. RADIO COMMUNICATION
The radio system (Marine VHF) of all boats should be opened for communication on the assigned channel by race committee while participating in the race.

16. PRIZE
16.1 The prize will be given to the crews that rank from the first to fifth for each class.
THE 5th ADMIRAL YISUNSIN CUP INTERNATIONAL YACHT RACE General Winner is the champion of the ORC club.
16.2 THE 5th ADMIRAL YISUNSIN CUP INTERNATIONAL YACHT RACE will designate the Lucky Numbers which is meant to commemorate this event and Admiral Yi. Three boats whose places accord with these numbers will be awarded. The number will be notified at the prize giving ceremony.
16.3 The general trophy is to be kept by winner during 1 year and then should be returned to next regatta.

The each prize category and Lucky number awards is as follows;
(Currency rate 1€=about 1,550 KOR Won)

◆ ORC CLUB
· The first: Trophy and prize 15,000,000 KOR Won
· The second: Trophy and prize 11,000,000 KOR Won
· The third: Trophy and prize 7,000,000 KOR Won
· The fourth: Trophy and prize 5,000,000 KOR Won
· The fifth: Trophy and prize 4,000,000 KOR Won

◆ Open class
· The first: Trophy and prize 10,000,000 KOR Won
· The second: Trophy and prize 7,000,000 KOR Won
· The third: Trophy and prize 4,000,000 KOR Won
· The fourth: Trophy and prize 3,000,000 KOR Won
· The fifth: Trophy and prize 2,000,000 KOR Won

◆ The Lucky Number awards: 300,000 KOR Won or prize.

17. DISCLAMIR OF LIABILITY
According to RRS 4 (Decision to race), competitors participate in this regatta entirely at their own risk. The Organizing Authority, Presenting Sponsor and affiliated companies, and other sponsors will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

18. SUBSIDY
According to the regulation, subsidy will be provided differently by the size of the boat and returning distance. If a competitor has canceled or withdraw the participation, the committee may refuse to pay the subsidy for the boat.

The subsidy according to the size of the national boat and returning distance is as follows;
a)Size: less than (under) 39feet - 200,000 KOR Won
more than (Over) 40feet - 300,000 KOR Won

b) distance: local(TongYeong City) - 500,000 KOR Won
under 100 miles - 1,500,000 KOR Won
over 100 miles - 2,000,000 KOR Won

The subsidy according to the size of the boat from abroad and returning distance is as follows;
a) size: equal to national boat

b) distance: under 700 miles - 3,000,000 KOR Won
over 700 miles - 3,500,000 KOR Won

Reckoning of the sailing distance is based on boat’s final starting point and whether national boat or boat from abroad, which had come to sail within the country already before the notice of the race, will apply internal standard.

The boat, refused the participation in the regatta or wouldn’t complete the race without convinced reason by jury committee, cannot be provided the subsidy.
